Kazakhstan is doubling down on its ambition to become Central Asia’s leading hub for digital assets. Just days after unveiling a sweeping digital assets decree, President Kassym-Jomart Tokayev announced a new vision for Alatau, a planned smart city that will combine artificial intelligence, fintech, blockchain, tokenization and digital finance under a dedicated regulatory framework.
The announcement was made on July 16 during Tokayev’s meeting with executives from leading Chinese technology companies in Shanghai, ahead of the World Artificial Intelligence Conference (WAIC). Rather than presenting Alatau as another industrial zone, the Kazakh president described it as a next-generation innovation city designed to become one of Eurasia’s premier digital financial centers.
A Smart City Built Around Digital Finance
According to Tokayev, Alatau will be developed based on the principles of “Digital by Default” and Smart City planning. The city will integrate:
- AI-powered public services
- Intelligent transportation systems
- Digital payment infrastructure
- Advanced telecommunications
- Energy-efficient buildings
- Modern digital governance
The goal is to create a fully digital ecosystem where government services, businesses and financial infrastructure operate seamlessly through advanced technologies.
Blockchain, Tokenization and Digital Assets
For the crypto industry, the most significant part of the announcement is Kazakhstan’s commitment to establishing a dedicated legal framework covering:
- Digital assets
- Tokenization technologies
- Blockchain infrastructure
- The cryptocurrency industry
Tokayev said the government is building a competitive regulatory environment supported by a special tax regime to attract international technology companies, fintech startups and digital asset businesses.
The initiative builds on Kazakhstan’s recently signed presidential decree aimed at accelerating the country’s digital assets sector and expanding institutional adoption of blockchain technologies.
The AIFC Will Be the Financial Backbone
Companies operating in Alatau will be able to leverage the ecosystem of the Astana International Financial Centre (AIFC), which already hosts approximately 6,000 companies from more than 90 countries under an English common law framework.
By combining Alatau’s special legal regime with the AIFC’s internationally recognized financial infrastructure, Kazakhstan hopes to attract global fintech firms, tokenization platforms, blockchain developers and institutional digital asset companies.
China Becomes a Strategic Partner
Tokayev’s announcement also highlights Kazakhstan’s growing cooperation with China in high technology.
During the Shanghai visit, Kazakhstan and China signed more than 70 commercial agreements worth over $15 billion, covering artificial intelligence, digital infrastructure, cloud computing, data centers and advanced manufacturing. Among the key agreements is a strategic partnership with Huawei, while additional projects focus on AI laboratories, supercomputing infrastructure and large-scale data centers.
These investments are expected to provide much of the technological foundation required for Alatau’s long-term development.
Why It Matters
While many governments continue to focus solely on crypto regulation, Kazakhstan is taking a broader approach by combining AI, blockchain, tokenization, digital payments and fintech into a single long-term national strategy.
If successfully executed, Alatau could become one of the most important digital finance hubs in Central Asia, competing with established financial centers by offering specialized regulation, tax incentives and a purpose-built ecosystem for digital asset innovation.
For Bitcoin and digital asset companies looking to expand across Eurasia, Kazakhstan is increasingly positioning itself as one of the region’s most ambitious emerging markets.
