Malaysia’s National Blockchain Roadmap 2021–2025, spearheaded by the Ministry of Science, Technology and Innovation (MOSTI), is a bold national strategy to position the country as a leader in blockchain beyond cryptocurrencies. Rather than focusing on digital assets, the roadmap emphasizes blockchain’s potential in real-world applications such as vaccine certification, halal tracking, customs clearance, document notarisation, and supply chain transparency.
The roadmap envisions blockchain as a trustless, transparent, immutable, private, and secure infrastructure, integrated into national systems for economic growth and governance enhancement. Central to this plan is the Malaysia Blockchain Infrastructure (MBI)—a foundational layer offering reusable services like notarization and zero-knowledge proof mechanisms, akin to China’s BSN or the EU’s EBSI.
Five strategic pillars, grouped under the acronym CATLE—Collaboration, Amplifier, Talent, Legal & Governance, and Enablers—form the ecosystem framework. Twenty initiatives and ten core government programs have been outlined to energize this transformation over five years.
Key sectors like finance, healthcare, public services, and logistics are prioritized. With global blockchain economic impact expected to exceed USD 3 trillion by 2030, Malaysia is seizing this opportunity to redefine its digital landscape.
However, the roadmap also warns that failure to act could result in a decline in competitiveness, urging all stakeholders to commit to the nation’s blockchain future.
